Scenic Drive Overlook, located at the peak of Scenic Drive in El Paso, TX. Its location per Google Maps is QGMC+24 El Paso, Texas. It cuts into the Franklin Mountains (Southern portion). You can use Rim Rd. to access it. Hope this helped.
It sounds like the road to the Overlook is closed on Sunday mornings. Is this correct? Is there some place you could park and walk to the overlook? If so, approx how far is it? Is the area pet friendly? Is there anything to do at the top or do you merely drive to the top to take in the view and then "move on"? Thanks.

I don't know about it being closed, but it is a fairly steep drive up to the overlook at some points, I 'm not sure if there is a path to walk up it. I'm not sure how it would be closed it is an road that you can drive up one side and down the other. There are a couple pull off spots to park, but the main parking area has the best views. I believe it is pet friendly. It is really just the view and a couple of those pay to see binocular things. The view is cool, and when you drive down the back side it takes you close to Utep. The homes on the backside are beautiful estates.
